In 2008, Mr. Norton was hired to evaluate the condition and maintenance of two USDA incinerators owned and operated by the Animal and Plant Health Inspections Service (APHIS) at the Miami International Airport. These incinerators must sterilize and destroy materials that do not meet USDA requirements. After the inspection, Norton recommended a scope of maintenance service work and several minor modifications to make the system perform for the next 10 years of operation. |
USDA agreed with the proposed recommendations and asked Norton Engineering to do the designs, drawings and specifications to get the project out to bid. |

The key elements of the repair design were:
- Repairing the damaged refractory
- Re-installing the "under fire" air ports horizantally to reduce the clogging from ash fall
- Installation of davit hung doors on the end of the upper chambers to allow access for maintenance and cleaning
- Structural platforms and chain hoists to allow access for operational maintenance of the upper chambers
- New stack screens
- New burners and weather enclosures
